Adopts Property Tax Mill Rate And Levy For 2007
At its October 18 meeting, the Madison Area Technical College (MATC) District Board voted to approve a 2007 property tax levy of $78,718,990. The board established a mill rate of 1.21225, a decrease of 4.29% from last year’s mill rate of 1.26664. For each $100,000 of property value, property owners will pay approximately $121.23, or $5.43 less than last year, to support MATC.
A $177.6 million budget for 2006-07 was approved by the board in June. The board finalizes the mill rate each October based on actual equalized property valuation assessments, which this year increased 10.41%. Property taxes fund less than one-half of the college budget. Other funding sources include state aids, student tuition and fees, and federal funds.
“This budget builds on MATC’s success in fostering economic development, responds to the growing diversity of our district, and strengthens our partnerships with local school districts and the University of Wisconsin,” states Mary Rapp, MATC director of finance. The budget includes new investments to increase student access and reduce program waiting lists, including:
- Staffing to complete the planned three-year expansion of nursing instruction.
- Adding sections and summer advising for mandatory assessment, advising and placement classes.
- Creating a “First Semester Experience” program to increase students’ success during the crucial period that starts, and often determines, their success in college.
- Expanding summer school course offerings.
- Adding sections in programs that currently have waiting lists, including arts & sciences, nursing assistant, college transfer art, welding, construction and criminal justice.
- Adding and expanding course offerings in construction and remodeling, “FasTrack” marketing and English as a Second Language.
Rapp notes that MATC receives less than 7% of the average property owner’s tax payment, even though state aid to the district has steadily declined over the past decade from about 20% of MATC’s operating budget to less than 12%.
MATC is one of the largest of the Wisconsin Technical College System’s 16 colleges. It provides “real world smart” education through a comprehensive curriculum of technical, liberal arts and science, adult basic education and life enrichment studies and activities, as well as customized employee training. MATC offers associate degrees, vocational diplomas and certificates, and non-degree courses in more than 140 programs of study. The college serves parts of 12 counties in southcentral Wisconsin and offers instruction through five campuses and numerous community locations throughout the district.
