MATC-Assisted Businesses Win 42% More
In
Government Contracts During 2005
Madison Area Technical College (MATC) today announced that its
Business Procurement Assistance Center (BPAC) helped Wisconsin
businesses capture $292.3 million in government contracts in 2005 – a
42 percent increase over the previous year’s record of $205
million.
An estimated 8,588 jobs were created or retained in 2005
due to BPAC’s
efforts on behalf of businesses statewide. Since the center’s inception
at MATC in 1988, Wisconsin companies using BPAC’s services have won $1.5
billion in government contracts.
“Supporting economic development is an important part of MATC’s mission.
By keeping Wisconsin businesses informed and empowered to compete in the government
contracting market, we are attracting and retaining good jobs in the communities
we serve,” states program manager Denise Kornetzke.
MATC’s procurement
assistance efforts have been a factor in Wisconsin’s
improved standing among the states in federal contracting dollars, Kornetzke
says. According to the U.S. Census Bureau’s most recent Consolidated Federal
Funds Report, Wisconsin moved from 46th place in the amount of federal contracts
received in 2003 to 42nd place in 2004, when Wisconsin received its greatest
portion of federal contract dollars in over a decade.
“Many of our Wisconsin businesses that win government work started by attending
a training session or working with one of our government contract specialists
on a one-on-one basis,” Kornetzke notes.
“Many changes are happening in how the state and federal governments buy
goods and services,” Kornetzke notes. For example, the Department of Defense’s
new invoice, receipt and acceptance process requires vendors to label their products
using Radio Frequency Identification (RFID) technology to track inventories and
shipments. BPAC recently developed specialized training to teach businesses how

January 6, 2006comply with these new standards. A hands-on proposal writing workshop
is another new training program BPAC is offering.
In 2005, over 400 participants
attended BPAC’s 33 procurement training
events throughout the state. In addition, BPAC provided 2,600 individual
counseling sessions to businesses – most of them, small businesses,
owned by minorities, women and veterans or businesses located in HUBZones
(Historically Underutilized
Businesses).
BPAC business counseling services are provided free of charge,
and educational seminars are presented for a nominal fee to cover the cost
of materials.

MATC is one of the largest of the Wisconsin
Technical College System’s
16 colleges. It provides a comprehensive curriculum of technical, liberal arts
and science, adult basic education and life enrichment studies and activities,
as well as customized employee training. MATC offers associate degrees, vocational
diplomas and certificates, and non-degree courses in more than 140 programs of
