MATC Madison Outdoor Smoking
Area Changes Start Jan. 1
Starting January 1, 2004, a City of Madison smoking ordinance amendment
will take effect and change where outdoor smoking is permitted on Madison
Area Technical Colleges (MATCs) Truax, Commercial Avenue and
Downtown Education Center properties. New permanent outdoor signage will
be installed to announce the ordinance change and designate the new smoking
areas.
MATCs Indoor Air Quality
(IAQ) Committee, concerned about the health impact of second-hand smoke
and smoking, sought the ordinance change so the college could establish
smoking areas in locations not detrimental to the health of non-smokers.
Currently smoking is permitted
on MATC Madison properties beyond fifty feet of every entrance to college
buildings. The irregular "smoking boundary" has been difficult
to enforce with smokers often gathering close to building entrances, including
points near the colleges child care facilities.
The IAQ Committee worked closely
with the MATC Student Senate, Facilities Department and campus representatives
to review and select new smoking areas in locations not detrimental to
non-smokers but reasonably accessible for smokers.
As a result, the new designated
smoking areas for MATC properties in Madison will be as follows (also
see map):

Smoking continues to be permitted
on all city sidewalks and city property bordering our
campus properties. The smoking ordinance will be enforced with warnings
by MATC Security and tickets issued by City of Madison Police at $52.50
per occurrence. In addition, education efforts at the college will be
enhanced to inform students and staff about the health risks of smoking.
These changes will be widely
communicated to employees, students and the public through internal bulletins
and email, fliers, signs, the MATC Website, internal television monitors
and other communications vehicles. MATC is asking its campus communities
and visitors for cooperation and assistance in supporting this change
for the health of the colleges students, staff and visitors.
MATC is one of the largest
of the Wisconsin Technical College Systems 16 colleges. It provides
a comprehensive curriculum of technical, liberal arts and science, adult
basic education and life enrichment studies and activities, as well as
customized employee training. MATC provides training in more than 100
career programs. It awards associate degrees, vocational diplomas and
certificates, and offers non-degree courses. The college offers instruction
through five campuses and various other locations throughout the district.
