TOP Grant Application Requirements

To be eligible for a TOP grant, you must meet five eligibility criteria:

  • be a first year student, which means a student who has earned, completed, or received no more than 18 postsecondary credits after graduating from high school or completing a Wisconsin High School Equivalency Diploma (HSED) or GED. Students who earn more than 18 postsecondary credits while still in high school by participation in programs such as Youth Options are eligible. Students who earn more than 18 credits while serving active duty in the U.S. armed services are eligible.

Veterans' Educational Benefits-Federal and State

  • be a graduate of a Wisconsin high school or a recipient of a Wisconsin GED, which means having graduated within three years from a Wisconsin public or private high school or receiving a High School Equivalency Diploma (HSED) or a certificate of GED completion from the Wisconsin Superintendent of Public Instruction.

  • be enrolled full time, which means enroll in and complete at least 12 program credits per semester, for the entire semester in any associate degree or one- or two-year technical diploma program excluding college parallel. Students who have documented disabilities may be eligible if enrolled in six program credits.

  • be enrolled in an associate degree or vocational diploma program, which means enrolled in either an occupational associate degree or a one- or two-year technical diploma program. Enrollment in an apprenticeship that meets the full-time enrollment and appropriate program requirements is also eligible.

  • maintain at least a 2.0 grade point average, which means maintaining at least a 2.0 GPA per semester while at the technical college. This is not a cumulative GPA.
