We have a plan! First, thanks to all of you for your patience as we have worked together to develop a plan for how to move ahead with the next step in the Learner Success reorganization: determining the placement for our administrative support personnel.

The first step in the plan will be to open positions that will provide promotional opportunities. These positions will include three Administrative Coordinator positions in the Centers of Business and Applied Art; Construction, Manufacturing, Apprenticeship and Transportation; and Public Services. Two new positions have been created in the Associate Vice President of Learner Success’ Office to carry forward with the centralization of identified Learner Success business processes. These positions will also be opened. The openings will be posted internally and filled per the PSRP Union Collective Bargaining Agreement (CBA).

The second step in the plan will then be to fill any vacancies that currently exist or that are created through step one. Again, these vacancies will be announced, posted and filled per the PSRP Union CBA language.

The third step will be to confirm placement of staff who have not been promoted or transferred into vacant positions. The CBA defines a department supervisor as the “non-bargaining unit supervisor who has final approval for department budgeting, department personnel, and department making decisions”. In the reorganization, this supervisor is the dean or associate vice president. In certain situations, this may not be the staff person’s immediate supervisor. Consequently, the departments are: Office of the Associate Vice President of Diversity and Community Relations; Office of the Associate Vice President of Learner Success; Dean of Public Services; Dean of Health Occupations; Dean of Arts and Sciences; Dean of Construction, Manufacturing, Apprenticeship and Transportation; Dean of Agriculture, Engineering, Applied Technology, and Business and Information Technology; and Dean of Learner Development. Many of these staff, who have not transferred or accepted promotions, will work with their current deans.

The final step will be to determine the gaps within Learner Success. When there is a person, in a position that no longer exists, the person may be laid off and then offered a position in a different Center instead of using the bumping process. Again, we will follow Union CBA language.

So how long will this take? New positions will be moved forward to the Union beginning this week. The first ‘set’ of positions will be opened next week. Transfers and promotions will occur according to the Union CBA. Qualified persons interested in either promotional or transfer opportunities will notify Human Resources of their interest in the position. These individuals will then meet with the Center Dean and Associate Dean and/or Associate Vice President.
