SMI/EaglePoint has two PC-based emulators of its HP48 GX-based  CVC  Version 7 (Construction 5) COGO/Data collection software. One runs as an HP48GX calculator and the other as an iPAQ, We're using the HP48GX-based version in classes. Except for not being able to attach to a total station or transfer jobs between PC and emulator (at least I haven't figured out how to do it yet), it's a fully functional version of the HP based software.
