Integrated supply chain

 

Definition: Subcontracting is being a part of the supply chain to a government contract.

 

 

Federal Subcontracting

 

A large business with a federal agency contract valued over $500,000, or a construction company that has a contract for $1 million or more, must submit a small business utilization plan. This plan is administered by a Small Business Liaison Officer (SBLO) within the company and outlines goaling requirements for buying goods and services from small businesses. When subcontracting to a prime, many of the same contractual requirements will flow down from the Federal agency to the prime and then to the subcontractor. This may be an opportunity for the small business to learn more about Federal contracting without selling directly to the government.

The SBLO is the primary person responsible for developing and implementing the prime's small business utilization plan, and is the first person to contact.

Before contacting the SBLO it is important to do your homework to identify what the prime does and how your company might be of assistance.

When contacting a SBLO, identify yourself, emphasize the qualities and past performance of your business as well as the classification of your business. Classifications may include small, woman-owned, small disadvantaged, veteran-owned, service-disabled veteran owned and HUBZone certified.
