State of Wisconsin Contracting

Wisconsin laws and administrative codes govern purchases made by the State of Wisconsin.
The State legislature placed authority and responsibility for all state purchases in the Wisconsin Department of Administration (DOA). DOA established State Bureau of Procurement (SBOP) to implement the state purchasing program. SBOP has further delegated purchasing authority to state agencies.
